Kigali, Rwanda, 2 December 2024-During the Africa Trade Development Forum 2024 in Kigali, Rwanda, H.E. Wamkele Mene, Secretary-General of the AfCFTA Secretariat, emphasised that the AfCFTA Protocol on Digital Trade is a legally binding instrument designed to create a single digital market across the African continent.
In his remarks, the Secretary-General underscored the pivotal role of the Protocol in driving Africa’s digital transformation, industrialisation, and sustainable development. He highlighted that the Protocol incorporates robust commitments on digital public infrastructure, which are essential for fostering inclusive growth.
“Of utmost importance is the Protocol’s focus on enhancing the participation and benefits of Micro, Small and Medium Enterprises (MSMEs) and other underserved stakeholders in intra-African trade,” he stated.
H.E. Mene further noted that achieving Africa’s digital transformation goals requires harmonised regulatory frameworks and integrated digital markets, cautioning against the risks of fragmented approaches.
He also highlighted that cross-border data transfers are vital for driving digital innovation, inclusion, and the competitiveness of MSMEs, women, and youth. “The Protocol on Digital Trade enables seamless, trusted, and safe cross-border data transfers across Africa, a cornerstone for advancing the continent’s digital economy,” he concluded.
