5th Meeting of the Sub-Committee on Trade Facilitation, Customs Cooperation and Transit

Boosting Intra-African Trade: The Imperative of the 5th Subcommittee on Trade Facilitation, Customs Cooperation and Transit Meeting

As the African continent looks to accelerate regional economic integration, efforts to streamline customs and trade facilitation become increasingly paramount. The African Continental Free Trade Area (AfCFTA) represents a beacon of hope for the continent, aiming to unleash its full trade potential. Central to this vision is the seamless and efficient flow of goods from suppliers to buyers across the continent.

The Critical Role of Customs Administrations

For the AfCFTA to truly realize its objectives, customs administrations, along with stakeholders in the import and export business, play a crucial role. The continent’s bid to elevate trade facilitation and border management is not just about reducing trade barriers; it’s about ensuring the rapid, predictable, and simplified movement of goods. Customs administrations stand at the forefront, ensuring compliance with trade rules while facilitating legitimate commerce.

Zooming in on Accra

Set against this backdrop, the 5th meeting of the Subcommittee on Trade Facilitation, Customs Cooperation and Transit, taking place from 9-11 August 2023 in Accra, Ghana, holds immense significance. The hybrid format – allowing both physical and online participation – signals adaptability and inclusion, ensuring broad-based input from key stakeholders ranging from customs administrations to experts in trade facilitation and representatives from the UNCTAD, REC officials, and Afreximbank.

Addressing Transit Challenges

The movement of transit goods has historically been hampered by delays as they traverse different territories en route to their final destination. The costs associated with guarantee bonds and multiple guarantee systems can prove prohibitive. In November 2022, during the 17th Extraordinary Session of the Summit, the African Union Assembly underscored the importance of digitalizing trade processes to ease the flow of goods. The directive was clear: Member States must guarantee smooth trading under the AfCFTA regime and facilitate transit without undue burdens.

Towards a Continental Customs Transit Guarantee Scheme

Collaborative efforts between the AfCFTA Secretariat and Afreximbank are leading to the creation of a Continental Transit Guarantee Scheme. By drawing on regional best practices and existing systems, the objective is to institute a comprehensive, continent-wide mechanism. Afreximbank’s proposal for a single bond guarantee system for the AfCFTA, due to be discussed at the upcoming meeting, holds promise in harmonizing and simplifying bond guarantees across the continent.

Why This Meeting Matters

The forthcoming Subcommittee meeting in Accra isn’t just another conference; it’s an assembly of minds committed to crafting the future of African trade. Operational expertise in bond guarantees will be vital, as the discussions will set the tone for a continent-wide scheme. Such systems promise to lower costs, reduce delays, and boost the confidence of traders, investors, and governments alike.

In Conclusion

The pathway to a seamlessly integrated African trade landscape lies in synergized efforts, grounded in expert knowledge and collaboration. The meeting in Accra serves as a testament to Africa’s unwavering commitment to elevate trade, paving the way for a prosperous future.
